My Lord,
I have the honour to enclose for Your Lordship's
information copies of five resolutions relating to Public Works the cost of which is being charged to the surplus balances of the Colony pending the raising of a further loan passed by the Legislative Council at a meeting held on July
16th, 1931. These resolutions in every case relate to works
which have been undertaken with Your Lordship's sanction and
with the approval of the Legislative Council.

The circumstances connected with these
resolutions are fully explained in the Colonial Secretary's
speech to the Council a copy of which is enclosed for
convenience of reference.
